Ester and Bill Bultas have been active in the Phelps Grove Neighborhood Association since it was organized in the early 1980s. They walked the alleys and picked up trash, and they volunteered with the yearly trash cleanup. They prepared food for the yearly picnic and business meeting and always stayed to help with cleanup. Bill and Ester were always there to help neighbors with projects they could not do themselves. Ester was one of the first and most loyal volunteers for the garden renovations at Phelps Grove Park. Bill and Ester made such a powerful difference to our neighborhood because they were a team who helped one another help the neighborhood. When the pandemic hit, Ester and Bill distributed 1,000 free masks to neighbors when they were in short supply. Thank you, Ester, for all you and Bill have done for the neighborhood.
